DTC Code P2016, I cannot get rid of this code,

I have replaced the fuel filter, the j9 valve, the fuel rail, and the code P2016 is still there and showing 6500 psi when it should be according to the scanner 1500 psi less I did moneter the fuel pressure and the j9 valve is at 95% I cannot seem to get the psi down, but the code says I do not have enough pressure, but I have more pressure, any ideas...Thanks...Russ

2005 cylinder head replacement

Any leads appreciated about where to buy the cylinder head... who to have the installation done by.
