It works on High in the REST mode and on High in the AC mode.
Then something is going wrong. Maybe a short circuit somewhere? It's possible to be a short within the resistor pack, but could be anywhere.

The REST fan speed is designed to use the entire resistor bank for low speed only operation. Consult the schematics and descriptions in the links that I provided above to verify that fact.

When you're on "High", the resistor pack is bypassed.
(i assume you set the speed to High, when no other speed worked?)

Or are you reporting that even on Speed 1, the fan goes full speed?

Before you replace the resistor pack, (under the hood) reach in with your finger and check how easy it is to turn the fan cage. A friend just had the same problem, only fan speed was high and found that fan cage / motor was VARY hard to turn. He said it was easy to remove the insulation and drop the motor down and clean / lub. the bearing surfaces. After this he then replace the resistor pack.

The drawing on the left shows the "bypasses resistor" path for Speed 4 (Max).
