I used to have commercial freezer who had coils inside the walls. The design is probably cheaper to build and avoids the hassle of cleaning coils.
In my remodeling years, about 99% of time when I had to pull refrigerator out, the bottom coils were pack solid with dust and hair.
But it comes to build principals to make it efficient. Big freezer had thick walls, so still lot of insulation between outside skin with coils and interior.
Dorm-style fridges are build for compact size, where energy consumption for small unit is never observed.
BTW more and more manufacturers are making RV style, 12V compressor fridges. They have excelent reviews, but at high purchase price.
