License plate light and 3rd brake light won't work

I've got new bulbs for both, and both won't work. The fuse for the 3rd brake light is good but I can't find the fuse for the license plate light. How can I troubleshoot these problems?

Start with a multimeter?

The license plate lamp sockets are not the most reliable. Included in the mix are button contacts on the rear door and door frame.

The top brake lamp problem may be a separate issue.

Check the fuse map for the FB#1. There should be some hints as to what fuses feed what. (I believe that the license plate lamps and dash back light circuit shares a fuse.)

Fuse Block 1 is underneath your steering wheel.
Inside the cover is the fuse list.
What year is your Sprinter??? (CRITICAL for providing help)

Service documents are here: http://diysprinter.co.uk/reference/
Owner's manuals are there, too.
Fuse assignment on the driver's seat pedestal are unique to every Sprinter.
Pray that you still have the cover panel (which has that fuse assignment list glued to the inside)
(take photos or make a copy for your glove box)

IF it's a 2004-2006, here's the 2006 service manual: http://diysprinter.co.uk/reference/2006-VA-SM.pdf
(the 2004 is there, too)
IF it's 2003 or older, use this; http://www.diysprinter.co.uk/reference/05 service manual.pdf

Wiring diagrams are section 8W of the manual.

Were the bulbs really bad, or just "not working"?
Getting the license plate bulb inserted incorrectly can lead to the Sprinter not killing the engine when you turn the key off
(i wish i was joking)
