Hard to say. Is the brown stuff water soluble? If so, thats likely microbial growth (not actually algae, that's a misnomer).
I would guess the brown patch on the side is where the fuel inlet fitting was located. Brown staining is not unusual, and means the filter is doing its job. I don't see extensive contamination from my screen, but its hard to tell from photos.
