just discovered fuel dripping from the upper head of the HP-pump, dripping down on the ribbed belt.
This has never occured before. Dripping stopped when engine got hot. This leads me to thinking that the HP-pump has been the problem all this time. That it lets air into the system when cold, and that it now has developed a leak... ?

It's a well-known syndrome for the HP pump to have its internal bolts loosen, leading to leaks.
There's a Dr Andy "Do This!!" posting/thread about it.
The preventative "fix" is simple: unbolt the HP pump from the block (which provides access to the rear)
Tighten (and LockTite) the (quite possibly loose) screws you find back there
If the leak has been going a while, you may need to replace the internal cover gasket.

mild hijack - anyone done investigation in putting a 647 tank in a 612 van? Or maybe just the pump can go in? Some bypass/disable/pressure regulator games might need to be played with the original lift pump but seems like might be worth it to avoid chasing air bubbles.

thought experiment only - i have 06

Nice work, you must be happy.

Mind saying where you got the rebuilt pump and what it cost?
