Towing rating

Just ordered a 2020 Passenger 2500 170 2x4 and it's showing Q00 - Towing capacity 0 kg/lbs. Factory hitch unavailable. Dealer says not to worry about that, still can tow. I'm going to install a hitch. This will be a people hauler mainly, so not a lot of weight, but likely small trailer (likely 4000lbs max). Does anyone know about why the the 0 lbs tow rating is given? I still plan on towing, but would would like some peace of mind on this. Thanks.
The next question is: what does the manufacturer's label in the door frame say?
If the Combined GVW is the same as the no-trailer GVW, then you really don't want to be "over the limit" in an accident situation. Your insurance may be void.

This one says it's an NHTSA rule:
"8. No Towing: 15-passenger vans may never tow a trailer."
I think the WCUPA policy says that the NHTSA has issued warnings about towing trailers with 15-passenger vans, then makes it a WCUPA rule (not quoting an NHTSA rule) that their 15-passenger vans may never tow a trailer. The NHTSA apparently believes that there is an increased rollover risk for 15-passenger vans towing trailers. I suspect their belief is based on accident investigations.

Sprinters are not included.
Not even saying that "no towing" is only 1 of 8 rules the University made for that class.

This started with OwenDog's post earlier in the thread that all 15-passenger vans include Q00; the 2020 DOG lists that as "Q00 Constrained towing capacity (0 lbs)", and as Standard for all 170 15-passenger vans (gas or diesel, pages 146 & 155 in DOG).

Looking further, I see the DOG does not have a price for the Q24 hitch (e.g. it's not available) on the 170 Passenger (see page 158 of the DOG for the Diesels, or p146 for Gas).
