Trailer hitch questions

I already posted this on a FB group and got few responses, so I will try here.
Can I get some trailer hitch advice (story below)?
1. Any idea where to get the 1/4" spacers that come with a Curt 13250 hitch (I contacted Curt but won't hear back until tomorrow, I guess)? OR: would using washer-type spacers do the job just as well?
2. Is the crack in the pictured hitch prohibitive--i.e. it shouldn't be installed on a van for towing?
The story: In a few months, my family needs to tow our EV behind our 2002 Freightliner Sprinter 158. So, I long ago ordered a hitch from a junkyard and just went to install it the other day. I was shocked to find that the hitch (seemingly a Curt 13250 which mounts between the frame rails) was 1 1/8" less wide than the distance between the rails. Even if I had the 1/4" spacers that come with a Curt hitch, that would still be a gap of 5/8", which seemed like a bad idea (more on that below). I thought the yard had shipped the wrong hitch (but this was, like, a year ago, so no hope of verifying or getting money back), so I searched local yards for a van with a hitch and found an overpriced one about 30 miles. This is a yard I've had a bad experience with, so I called 5 times trying to get them to verify the condition of the hitch (which comes from a van with visible rear damage on online photos). After they told me that it was 1) in good condition and 2) being pulled "right now," I decided to go up there. Upon arrival, I waited an hour for them to pull the part (this was 3 hours after I was told they were already doing it). When I finally saw it, I was most concerned about fitment since it was not the Curt style but the kind that mounts on the outside of the frame rails instead, but it was 3/4" too narrow and would have to be stretched to fit over them. I took measurements and talked with the person about that, so I didn't get around to verifying the condition. I brought it home and struggled to stretch it over the frame rails (also, the exhaust pipe is in the way), and then I noticed the pictured crack, so I figured this hitch is junk (am I right?).
In the process of trying to figure out how to stretch these mounting flanges over the rails, I discovered a thread explaining that the Curt 13250 does have a gap and that it's normal and fine to draw the flanges in with the mounting hardware during installation. So, now I have those two questions:

BTW, I assume Curt is going to tell me I can get the spacers from them (though they don't seem to be available on their site), but I am hoping somebody somewhere has some used ones they could sell me, or something like that. Anyone have some, by chance?

looks more like a cut than a crack,
Personally, I would weld it solid if pulling a car, but it's a choice

looks like someone cut the frame rail to pull it off and wasn't paying attention. Or more likely they were cutting off a stripped bolt head.

I decided to get that little cut (you're right, it does seem more like a cut, now that you mention it) welded. I got it done real fast for a local person with a relatively small minimum charge, so it wasn't so bad.
I bolted on that one yesterday, which wasn't easy because it needed to be stretched to fit over the rails, but it went well otherwise. Now I will try to sell the smaller one, the Curt, but it's really rusty, so I don't know if anyone would want it.
