Ok, awesome thanks I'll check that out!(in the US/Canada) There is a group of fuses bolted to the battery's positive post ... you may have popped number 6:

These are called "MIDI" fuses when you're shopping for replacements...

With the blown midi fuse replaced, the van is now starting normally on multiple rounds. I haven't figured out the original issue obviosly so need to keep troubleshooting. I did see some info online suggesting that windshield leaks could mess with the ECU, and I have had some issues with that.As @ECU wrote, you don't really *need* the glow plug controller in order to run the engine.
(at least in warmish weather).
I didn't re-read the entire thread, but the constantly running fan does point to an ECU error.
