First guess would be a load is hooked up to the battery that does not run through the shunt. It is therefore pulling the voltage down, but the shunt measures on current flow and does not see the load. Otherwise check your positive connection from the shunt to the battery. Third would be removing all cables from the battery and letting it sit for a few hours, then put on a second volt meter and see where you are at.
