REVEL Solar problem

Greetings,
I recently purchased a 2020 REVEL and I'm reading and learning the systems. I've learned that my 2 solar panels are not charging the batteries. I climbed on the roof and found 2 blown fuses and some wires worn thru the insulation. I repaired those items and confirmed that each panel is producing 20 volts to the connector at the small box attached to the roof. When I check the 2 wire "SOLAR" connection on the back of the Controller, I don't see my 20 volts. Does anyone have experience troubleshooting this type of problem ? How can I access the wires from the underside of the roof to the Solar controller ? Thank you for the insight.

A second test for the panels is to measure the *current* between each panel's (+) and (-) cable.

Many inexpensive multimeters (i'm thinking Harbor Freight's used-to-be-free units) have a "10 amp" capability

The meter is very close to being a "short circuit", so you should be seeing the panels Isc current.
