I've had intermittent starting problem with fan noise, and first changed out ECU Relay but no help. Next, I have changed out the entire fuse block on the steering column which solved the problem for about two weeks. But it came back and I took it to the dealer who spent a week to figure out what was going on. Finally they found Pin 49 on the ECU was not sending out voltage to the ECU Relay, thus no start. They showed that was the issue by jumping the ECU Relay and starting every time. You can literally jump it with a paper clip(Jump the two large connector on the Relay). Obviously this is a temporary fix and if you ever get stranded somewhere, try this first and it might save you a ton of trouble!
