I too am dense. You are correct. You triggered my memory. With 100 watt panels the Victron controller needs the higher voltage of two in series to begin charging in low light conditions. As the sun rises you would eventually get there from a single parallel panel but you'd be missing out on early morning generation.
I'm amazed how on a no sun day they still produce some amps. I don't think a PWM controller would do that.
