Depends on what is involved in recall. If it is a Sprinter chassis item the recall will come from Mercedes. If it is an item installed by the upfitter they should do recall. I received a recall notice from Airstream for my Interstate when they determined that the LP Regulator needed to be replaced under an Airstream recall program.
