An animated gif is really a series of separate images with a bit of additional information telling the imaging program (i.e. the reader's browser) to step through them (and perhaps repeat).

To shrink an existing animation, you've either got to use a program capable of dealing with the combined mess, or break it down to the individual frames, shrink each, and then (with an adequate app) recombine them back into the animation.

It's been many years since i last did it (the latter approach), but at that time i just Googled to find a free animation-creation program and plodded through it.

Tedious but relatively simple.
