Default Fan clutch help?!

Hi all. Thanks in advance. First post here, doubt it will be the last.

Question about the fan on my 09 sprinter 2.2 311 lwb. The engine fan is on fully engaged all the time unless it is 0degsC or less outside. I notice and appreciate how much quieter it is! I assume this is not right? My reading suggests the fan is supposed to engage when the motor is hot under load!?

What do you think? :)

So I replaced my fan, but during replacement nottice all the dead bugs and debris in my radiators, inter coolers condensing coils and trans filters.... that's allot of obstructions that at one time were perfectly clean and allowed air to flow through without restructions... it's like a half a foot air filter no one has replaced or cleaned since buying the vehicle...

This 2,2 engine is not used here in the USA but is has some very similar features of the 5 cylinder engine we see in NAS spec Sprinters.
Your first inspection job its to check the fan clutch with the engine stopped preferably when cold.
See if you can turn the fan by hand.
If you can't its seized and needs to be replaced.
If its spins freely then try it when the engine is hot, engine stopped (of course) and see what the result is.
