Posted update. The seatbelt warning light flashing for 6 or 7 seconds and the buzzer buzzing for 6 or 7 seconds, regardless of whether driver seatbelt is buckled, is the new normal for a replacement Instrument Cluster.

Irritating for those who fasten seatbelt before starting vehicle to avoid the beeping.
