If you're talking about a 2006 and older (i.e. T1N) Sprinter, the horn relay is under the driver's seat (in the US).
Unfortunately *which* relay it is differs depending upon your specific option mix.

Here's Vic's annotated diagram of the relay placement (his comments in red):

Just a diagnostic tip given how easy it is to access the horn on these particular vehicles. If your horn isn't working just unplug the horn and hook up a light (usually with things like this with an actual load I like to use a 9006 bulb I have rigged up with alligator clips) and position the light where you can see it. Get back in the van and hit the horn, if the light comes on brightly you are all done, the horn is the culprit (barring any obvious issues with the connector at the horn) if the bulb doesn't light then you will have to dig into it further. In my experience, at least with the 906 vans, the horn has always been the culprit.
