I am not sure anything compares to the 2014 Atlanta Ice Storm. Half an inch of ice, and millions of drivers who had never driven on it. The weather services told everyone to stay home, as there was a 50% chance of extreme cold and ice. Despite this millions decided "it was no big deal" and decided to drive to work that morning. Many with only light clothing on! Well the cold hit that afternoon. Many thought that 4x4 was all they needed, and decided to brave the roads. The result was thousands of vehicles simply abandoned on the highways, although thousands more were simply stuck in their vehicles overnight, with too light of clothing to make the walk any distance. The road maintenance group only had a handful of snowplows and salt trucks, and they couldn't even get on the highways due to vehicles abandoned/stuck on the on ramps! Busses full of children were still stuck well past midnight...
