Headlight leveling device

Greetings guys,
I've got a 2011 906 313 sprinter. It failed it's mot today for "Headlamp levelling device inoperative (4.1.5 (a))"

Basically, that little roller switch by the light controls which sets the headlights at either 0,1,2,3. Does anyone ever use that? Seems like a pointless fail to me, but here we are.

I haven't had a chance to have a proper look at it yet, but does anyone know what this is likely to be?

When I switch on the lights this little switch should light up but it doesn't, so I'm thinking maybe first port of call is to check the fuse, no idea where the fuse is located?

Second port of call is going to be to pull the switch and test the voltage on each terminal.

Third port of call is probably to push the van over a cliff.

Any suggestions before I get to number 3?
