2002 Turbo Actuator Stuck

The linkage for my 2002 T1N turbo actuator will be loose when my engine is off and when it starts up, but shortly after i start it, the linkage won't budge, I'm slow, black smoke, people honk their horn etc....

All my hoses are good. Ive taken my van twice to a specialist and they couldnt figure it out although they've charged me nearly 2000 dollars and falsely told me it's my catalytic converters.

If i start the van and instantly accelerate up a hill, the turbo works the whole time, but as soon as it gets to take a break, the turbo quits working.

Does this sound like an actuator issue?

I would add a vacuum gauge tapped in near the turbo actuator and placed where visible while driving. Keep an eye on it to see if the vacuum is somehow going away.

A shot in the dark.
There is a vacuum control under the airbox which has some history of causing turbo operation issues.

Collapsing hoses could be another possibility. Vac hose is often thicker walled than is pressure hose. That is especially true for smaller diameter hose.

If the turbo stops operating (due to the ECU seeing a leak, for example), you shouldn't be getting black smoke .... the ECU should adjust its fuel flow (etc) to the proper mixture for a "normally aspirated" engine.

Have you checked the operation of the turbo boost solenoid?

It is located underneath the air cleaner and controls the vacuum to the actuator located on the turbo. You can just about reach down and unplug the electrical connector and then see if it throws a code or IIRC watch live data through a Sprinter specific scanner.

I will take the airbox out and check on this solenoid. The hoses are new. Egr is clean. Fuel filter is clean. Air filter is clean. Drives like a dream when i start it up. If i restart the van i can take off like a rocket but as soon as the turbo stops being used, it stops working. Black smoke doesnt really exist when the turbo works.

If i drove it up a mountain, the turbo wouldnt stop working unless i had to make a stop.
