Which country?
You may have a damaged ball joint wheel out of balance to cause the shimmy, Or your outer front disc pad is shot possibility, piston sticking on calliper?

UK 313mark roads not so good.
Look at your Left hand tire for wear on the outer side or what is refereed to as saw back on the tread which indicates lower ball joint wear, entering a left turn on a corner with camber offset that is the road surface and or somewhat corrugated road surface, braking and if at a road surface that is corrugated, the shimming effect will start to shake, one can fell it via the steering wheel vibrating as well cause defective ball joint movement it takes less than one mil to cause the wheel to shimmy, and it normally occurs when braking, or dropping into a pothole.
Let us know what the outcome is.

Sounds very much like you have a warped disc. Going down a hill, especially with a load, there is a slight judder. My mechanic traced it to the drivers side disc by putting the bus on the brake test rollers. By applying a medium pressure on the pedal and holding it there it was possible to see the readings fluctuating up and down ever-so slightly.
