Are Avatars Allowed?

I finally found the place with the User Control Panel to upload and allow an Avatar, but it constantly responds "File not uploaded".
Are they not allowed?
Or am I missing a step?

Correct that! It just appeared with my first new message!

That glitch happened to me too. Uploaded half a dozen times, finally gave up on the repeated error message, then noticed new avatar was present in a thread.
