fuel pressure question - rough running engine

The fuel pressure on my 2003 sprinter reads 100-106 kpa (100 at idle, 106 at 2300rpm). I'm trying to diagnose a rough-running situation. I have trouble understanding how, if this value is correct, the vehicle could even be running at all? I've ordered a fuel regulator o-ring kit to start. Injectors have all been replaced with known-good and passed external leak-off tests.
The error codes read this way

Conditions present in freeze frame data:
001 pressure limit exceeded
002 pressure too low
004 pressure cannot be built or maintained
008 valve jammed in off position
016 leakage detected
032 leakage detected
064 control variation >1500 1/min
128 signal plausibility
