Front windows leak water into the cabin

Both my drivers and passenger front windows are leaking a substantial amount of water into the cabin which puddles underneath the steps

It leaks in so many different places I'm not sure what the best solution for this is...

Unlike most car doors i've had apart there is no plastic sheeting, and the drainage design is very poor. The actual door panel has a weatherstrip that is designed to keep this from happening, but my door panel does not have a tight seal anymore and allows the water to drip down onto the floorboard/steps. Also, water is getting onto the lock actuator, not sure how good this is for it.

Here is the options i've come up with, looking for advice
1. Drill and/or cut drainage holes where the water pools up and allow it to drain into the door interior like its supposed to
2. Add gasket sealer to the existing door panel seal and reinstall
3. Add plastic sheeting that is sealed around the edges and somehow channel the water into the door interior
4. Glue an L-shaped channel that leads to drain holes that i cut into the door
