I had one of those on my 2005. I took it off to put on a hitch. I just use the hitch as a step.

Took mine to a local fabricator and had them integrate/weld a hitch receiver just under the step using the step as my tow hitch! I only tow a 19ft aluminum boat and am unsure if it is strong enough for large trailers. Im sure a fabricator could beef up the connections for towing larger trailers.

I have a 2004 with a OEM step bumper (or more properly, the minimal rusty remains) and a Hidden Hitch. The step bumper mounts to one side of the frame rail and the hitch is mounted on the opposite.

By your picture it appears to me that your lower added step unit is bolted up to the opposite side which is the area needed for my hitch. As has been mentioned, you may need to go with custom fabrication to keep your low step unit and add a hitch. vic

I'd love to get one of those steps, I looked on ebay and they want around $300 for one, is that a good price?
To stay on topic if You put any kind of hitch bound to the step bumper the brackets should most definitely be reinforced or re-designed for the new use, it is not only about the weight You put on the hitch, there are a lot of forces that can come to play a part there.
