I have 2003 passenger van and would like to install an aftermarket oscillating fan to help distribute the a/c and heating. My concern is drilling through the driver side frame next to seat belt housing. Are there any pressurized hoses or electrical wires that might puncture. See pic.

I am also planning to tap into the ceiling interior doom light and run it down to side of seat belt housing to power the 12 volt fan. Is this a good idea? Any other suggestions on where to install or where to power the fan will be greatly appreciative.

Here's one I did earlier...

Mine doesn't oscillate, and I have side window/curtain airbags. The fan is loud when its on its highest speed. That is on my passenger side being RHD. At least it will show you what's behind the head lining.

There's a bomb (pretensioner) in the area around the seat belt. Where you want to drill is likely ok, but I'd avoid that region.

Thanks for your suggestion and warning. Installed the fan today next to owner's location and tap the power off the exterior mirror fuse (see pic) so when the ignition is off the fan will also turn off.
