I have the HD rear anti sway bar but want to know if there are easy to install hitches that are available for vans with the factory step bumper?

Yes you can.
I'm 99% sure I've even seen a write up about it, so use the search bar above.
Oh, wait. I've got a step bumper and I've got a hitch!
So yeah, I'm pretty sure it's possible.:smirk:
Man, talk about a brain fart!

About 3 years ago I installed a trailer hitch from e-trailer on my 2004 140 single rear wheels with step bumper. Bolted right up except that I needed to grind a bit of bumper bracket because I didn't want to loosen the bumper bolts and re-position the bumper a 1/4". The hitch doesn't protrude at all unless there is a drawbar installed. My shins and legs like that alot.

I looked at e-trailer a minute ago. They directed to me to Curt hitches. I believe that mine is a Reese brand though? I could check if brand matters. Have fun. vic

I did it with the factory hitch. Cut off the far end that attaches to the back frame. Cut a few other brackets and drilled some holes in the side of the hitch to replace the stuff I cut off.
