[Today 08:22 PM] Myriabury: Moving seats in passenger van. Why are the bolts welded in under blank? How do you get those bolts out so a mounting plate can go in?
Use a grinder to remove the spot weld. You will need to steal a torx bolt from another receiver cup so that the seat's hooks will mount.
The reason for the torx in the back is that the head is narrower than the hex-bolt, which permits the rear hooks on the seats to straddle:
