Drivers' side (you're in the NAFTA region, since you said, "3500"), outboard from the Steering column, under the cover that protects a fuse panel) underneath the dashboard, outboard side of the foot well.
The port is further covered by a black, hinged lid. The lid opens from the inboard side and when you crack it open, the port's revealed. -Jon
