I'm sure it is for an accessory, but what?
It is on a 2006, 2500 cargo.

My Fire Extuingisher bracket is Behind the drivers seat (on the floor) and it fits a regular Kidd F-E quite nicely until the kids play with it with their feet.
I had presumed that the bracket inside the dirvers door footwell was for a radio/electronics grouping, like a trailer brake controller or similar.
The doors obviously have pods for triangles and first aid kit (one each side) on the lower third behind those quick access panels... but I have despaired so far of getting these parts to put inside the door panels.

Hi KenB:
At least for the first aid kit, BaywoodBill has ordered the genuine one that fits in the doors.

Hi. Yesterday I called the fellow who was getting the First Aid Kit for me. He said it had just arrived and he was shipping it.

On mine it's to obscure the ID label for the hydronic heater (heat booster) so you can't get all the info on it!!!!!!!!!!!!!!!!!!!!!!
