A/C Top Vent Cold

Curious if this is right...? It was cold last Friday (58 degrees) and I turn the heater on...Note:I only have the base heater that came with the front A/C nothing addtional...When I turned the heat on...heat came out of all the vents except the 2 in the center on top of the dash...not the defrost vents but the center top vents. I played around with the setting and could get heat to come from vents all except those...is that normal? The manual says to close those 2 vents when running the heater...why?

The top dash vents provide "Fresh outside air"
The AC evaporator is in the fresh air intake.
Cold air with the AC running but never hot air from the heater...

The engineers were obsessed with this fresh air theme so the recirc function only works for 15 minutes at a time, then it resets

Same here in Florida, at 58F I'm swamped with heating calls:thumbup:

the internal temperature of our house just dropped to 70 here in seattle. we were sitting here and the furnace kicked on for the first time since may.
